Construction Works and Associated Services 2 / ProCure23, recognises the importance of public sector construction as a key driver of economic recovery, providing health bodies in England with a new route to market for construction works and associated services, helping the UK to build back better. 

 It adopts the principles of the Construction Playbook, rationalising frameworks in an innovative and collaborative approach between CCS and NHS England and NHS Improvement.

Crown Commercial Service (CCS) supports the public sector to achieve maximum commercial value when procuring common goods and services. In 2020/21, CCS helped the public sector to achieve commercial benefits equal to £2.04bn - supporting world-class public services that offer best value for taxpayers

The new commercial agreement recognises the importance of public sector construction as a key driver of economic recovery, providing health bodies in England with a new route to market for construction works and associated services, and helping the UK to build back better. It adopts the principles of the Construction Playbook, rationalising frameworks in an innovative and collaborative approach between Crown Commercial Service (CCS) and NHS England and NHS Improvement.

NHS England and NHS Improvement leads the NHS in England, sets its strategic direction through the NHS Long Term Plan, and funds key priorities for improvement. P23 is the fourth generation of the ProCure route to market for the provision of design and construction services to NHS capital projects, with an estimated cumulative value of £9bn over its four-year lifespan.

Lots 1-3 are specifically for healthcare projects in England, while lots 4 and 5 are available to all public sector bodies in the UK. The agreement will run alongside the CCS’s existing Construction Works and Associated Services agreement which helps deliver a wide range of major and minor building and civil engineering projects of all values for the public sector. ISG secured a place on every new lot for which it bid. These include Lot 1, sub lots 1.4-East of England, 1.5-London, 1.6-Southeast along with national Lots 2 and 3. The company was also re-appointed to Lot 5.  
 
P23 value-based lots:
1. projects under £20m; split into seven regions (Value £3bn)
2. projects £20m-£70m; 8 places (£3bn)
3. projects over £70m+: 8 places (3bn)
 
Construction Works and Associated Services 2
4. Airfield Works – national lot; 6 places (£1bn)
5. General construction over £80m; 20 places (£20bn)
 
This agreement will also support government policy of using the construction of infrastructure and buildings to drive the market recovery following COVID-19.
