Pagabo has a high talent density of Chartered Institute of Procurement and Supply (CIPS) and Project Management Accredited (PMA) professionals with over 200 years of combined procurement experience. Their mission is to transform the traditional approach to procurement, construction, and management of the built environment to maximise the benefits to stakeholders and to communities. 

Established in 2013, their national suite of frameworks offer a single, quick access point to a variety of trusted partners. It’s free to access, easy to use and fully compliant with all UK and EU procurement law. Since its establishment, Pagabo has delivered in the region of 1600+ projects covering a construction value of more than £5bn and creating over £6bn in social value. ISG is a provider on the Major Works and Refit & Refurbishment frameworks second iterations and has delivered successful projects across the first iterations of both frameworks. ISG is also on the first iteration of the Decarbonisation frameworks which launched in April 2024.

Pagabo Major Works

The Major Works framework connects clients to the right contractors for all large-scale construction projects over £5m. ISG have been a supplier on the framework since its first iteration in 2016. Now into the second iteration, which launched in 2020, ISG have a place on all three lots of the framework, covering all regions other than Northern Ireland, for projects over £5m.

We have completed several flagship projects through version one and two of the Major Works framework, including Richmond upon Thames New Build College, University of Wolverhampton’s School of Architecture and Build Environment, and University of Wolverhampton’s National Brownfield Institute. 

The Major Works Framework launched in April 2020 and will operate until April 2026.


Pagabo Refit & Refurbishment

The Refit & Refurbishment Framework connects clients to specialist contractors to convert buildings whilst keeping the same structure; improving and restoring buildings through renovation or incorporate the very latest in modern systems, through retrofit for all projects over £50k. ISG have been a supplier on the framework since its first iteration in 2019. Now into the second iteration, which launched in 2023, ISG have a place on lots 2-5 of the framework, covering a total of 56 sub-lots across England, for projects over £500k.

Projects we have delivered through the Refit & Refurbishment frameworks include Epping Forest District Council’s Civil Building and Offices, The Royal College of Art, Battersea campus, and the University of Brighton’s Mithras House School of Humanities and Social Science. 

The Refit & Refurbishment Framework launched in May 2023 and will operate until May 2027.

Pagabo Decarbonisation – Healthcare and Other Public Sector

Launched in 2024, two brand new frameworks which connect appointed contractors to provide a complete business solution for clients, supporting them to achieve their net zero goals, for projects over £50k. This allows clients to go directly to main contractors to undertake the retrofit assessments, work up costs, self-deliver or bring in supply chain partners to deliver schemes, while serving as a single point of contact. Each framework has its own contracting authority, with one framework dedicated to healthcare schemes having Great Ormond Street Hospital (GOSH) serving as a sector-specialist host.

Meanwhile, the second framework is open to clients from all other sectors, including domestic and non-domestic estates, and hosted by Kingston upon Hull City Council (HCC). ISG have a place on lots 3 and 4 of the healthcare framework, covering a total of 13 sub-lots across England. On the HCC framework, ISG have a place on lots 3 and 4, covering a total of 10 sub-lots across England. The lots cover projects from £5m and above.

The Decarbonisation Frameworks launched in March 2024 and will operate until April 2028.
