Crown Commercial Service (CCS)

The Crown Commercial Service (CCS) Construction Works and Associated Services Framework (CWAS) is a mechanism for the delivery of major and minor building, and civil engineering projects for use by eligible central government departments and public sector organisations.

The seven-year framework intends to lead on developing and implementing the UK’s public sector procurement policy and delivering the government’s commercial policy priorities, expiring in October 2026.

ISG is currently appointed to the CWAS 1 Construction Works and Associated Services framework across North England, South England, Wales, and Scotland for projects valued between £3m - £80m. ISG also holds a place on CWAS 2 Lot 5 > £80m - National Lot.

Although mandated to central government departments, the CCS framework is available to all public sector bodies. Individual lots are divided into regional sub-lots appropriate to market sector and value. The framework aims to provide solutions for varying contract requirements, with common procurement routes, tendering methods, payment arrangements and standard forms of contract.

  • CCS has become the first public sector construction framework provider to achieve Gold Standard Status on a Government verification scheme designed to improve the procurement of construction projects for the public sector. 
  • The framework is highly collaborative and strongly aligned with the Construction Industry Strategy and Sector Deal to ensure collaboration between supplier and customer. This facilitates a strong focus on continuous improvement.

  • CCS assists its customers to deliver against government policies while providing value for money solutions.
  • Clients have access to over 130 pre-qualified suppliers, 40% of which are SMEs.  
  • The framework supports the ability to implement and deliver against government policies, while providing unbeatable value for money. This includes working with SME’s, driving standardisation, fair payment, apprenticeships, modern slavery, social value, modern methods of construction, Building Information Modelling (BIM), digital and compliance with environmental, security and health and safety standards. 

Key facts

  • We have delivered a variety of successful projects, procured through CCS, including the fit out of the Government Property Agency offices in Birmingham and Stoke-on-Trent.
  • For the Ministry of Justice (MoJ), construction is underway on three major expansion and improvement projects at HMP Birmingham, Liverpool and Guys Marsh, We are also a contractor partner on the New Prisons Programme alliance and have been appointed to the MoJ’s own five-year, £2.5bn Constructor Services Framework.
  • This alliance procurement approach, championed and supported by CCS, encourages innovation and creativity by allowing contractors to optimise efficiencies at every stage of the construction process.
  • In summer 2024, we were appointed to the £43m Coventry City Centre Cultural Gateway project as part of ambitious plans to create a new cultural hub in the city centre.
